Carlo Colombo is an Assistant Professor of Administrative Law at the Department of Public Law, Faculty of Law, Maastricht University, and a Marie Skłodowska-Curie Individual Fellow at the Centre for European Studies and Comparative Politics (CEE) at Sciences Po Paris. His work bridges law, public policy, and urban governance, with a focus on EU law's impact on cities and sustainability transitions. He is a qualified lawyer admitted to the Milan Bar and was a Blue Book trainee at the European Commission (DG Competition). His research centers on two main areas: (1) the role of law in urban governance and ecological transitions, particularly how legal frameworks shape cities and respond to climate challenges; and (2) EU state aid and competition law, especially institutional design and multi-level enforcement. His work integrates legal analysis with insights from geography, sociology, and policy studies. His recent publications explore topics such as the urban dimension of EU law, climate adaptation in cities, smart urban regulation, and the legal challenges of sustainable development. The articles reflect a strong interdisciplinary orientation, combining doctrinal legal analysis with governance theory and urban studies, and are published in high-impact journals including European Law Journal , Maastricht Journal of European and Comparative Law , and European Public Law . Scientific Awards: Marie Skłodowska-Curie Individual Fellowship (2023–2025) Carlo teaches a bachelor course on Comparative Administrative Law at Maastricht University and coordinates a master’s course on Law and Cities in Ecological Transition at Sciences Po. He has been invited as an expert by the European Parliament and the Dutch Province of North-Brabant, reflecting the policy relevance of his research. His current project, GUD EU Law – Governing the Urban Dimension of EU Law , aims to enhance the integration of urban perspectives into EU sustainability policies.
