Zoë Collier is a Visiting Professor at the EU International Relations and Diplomacy Studies Department of the College of Europe. With a Master’s degree in Philosophy and Law from the University of Cambridge, she combines extensive diplomatic experience with academic training. Formerly a British diplomat, private secretary to a senior Cabinet minister, and policy adviser to UK government departments, she specializes in strategic advice, coaching, and training in policy development, political thinking, and communication.

Her research interests focus on effective policy communication, evidence-based policymaking, and citizen engagement. She has led global consultancy programs on regulatory reform and negotiation skills, particularly for international politics Master’s students. Since 2012, her work with the Council of the EU has driven reforms in briefing formats and political strategy.
