Dr. Xiaomin Ma is a Professor in the Department of Engineering at Oral Roberts University. He holds a Ph.D. in Information Engineering from Beijing University of Posts & Telecommunications and has extensive academic experience, including teaching roles at China's Petroleum University and postdoctoral research at Duke University's Department of Electrical and Computer Engineering.

His research focuses on computer and communication networking and computational intelligence, with specific interests in stochastic modeling of systems, vehicular wireless networks (physical and MAC layers), coding/signal processing applications, and quality-of-service protocols. He has published over 100 peer-reviewed papers and holds a U.S. patent.

Dr. Ma has served as Principal Investigator, Co-Principal Investigator, or Project Leader for projects funded by the National Science Foundation (NSF), NSF EPSCoR, Motorola, Chinese NSF, AFOSR, and ARO. He is an IEEE Senior Member and has contributed to academic publishing as a guest editor for multiple journals.
