Prof. Wolfgang Hoffmann-Riem is an affiliate Professor of Innovation and Law at Bucerius Law School in Hamburg and Professor Emeritus of Public Law and Public Administration at the University of Hamburg. He has held prominent roles, including Justice of the German Constitutional Court (1999–2008), Head of Hamburg’s Justice Department (1995–1997), and German member of the Council of Europe’s Venice Commission (2007–2019). His expertise spans constitutional law, privacy rights, freedom of speech, and public law innovation. He founded the Centre for Research in Law and Innovation and directs the Research Institute on Environmental Law at the University of Hamburg. In 2024, he received an honorary doctorate from PUCRS, Brazil.
His career includes leadership at the Hans-Bredow Institute for Media Research (1979–1995, 1997–1999) and significant contributions to legal frameworks for digital privacy and democratic governance. His research emphasizes balancing technological innovation with civil liberties and environmental legal protections.
