Prof. Werner Smolny is a Professor of Economic Policy (Ludwig-Erhard-Stiftungsprofessur) at the University of Ulm's Department of Mathematics and Economics since 2002/03. He concurrently holds a research professorship at the ZEW (Leibniz Centre for European Economic Research) in Mannheim since 1999. His academic career includes habilitation in economics (1997) and a doctorate (Dr. rer. pol.) from the University of Konstanz (1991). He has held teaching roles at the Universities of Stuttgart, Konstanz, Augsburg, and Ruhr-University Bochum.
Education: Studied economic sciences at the University of Hannover (1978–1984), completed his doctorate under Prof. Wolfgang Franz (Konstanz), and conducted postdoctoral research with Prof. Franz Palm (Maastricht) and Prof. Charles Bean (London School of Economics). He served on the advisory council of the Institute for Employment Research (Nuremberg, 2000–2004).
Research focuses on economic policy, labor market dynamics, and macroeconomic analysis. Awards include the Schisser/Allweiler Foundation Prize for his dissertation and recognition as a Heidelberg Scholar. His work integrates quantitative methods to address policy challenges in employment and public finance.
