Volker Roeben is a Professor of International Law and Dean of Durham Law School at Durham University. He holds visiting professorships at the China University of Political Science and Law (Beijing) and the University of Turku. His roles include being an associate at the Centre for Energy, Petroleum and Mineral Law & Policy (University of Dundee), and former positions as senior research fellow at the Max Planck Institute and professor at Swansea University and Dundee University. He advises governments and international organizations on energy and international law matters.
Roeben's research focuses on international law, EU law, energy law, and comparative public law. He has authored eight books and over fifty articles, with key works including Towards the European Energy Union (2018) and The Global Energy Transition (2020). His current projects explore energy law's role in sustainable development, solidarity principles in international law, and EU citizenship legal status.
His articles emphasize energy policy, climate governance, and geopolitical conflict, reflecting his expertise in transnational legal frameworks. He collaborates with institutions like the Durham Law School Centre for Chinese Law and Policy, and Durham European Law Institute. Recent publications address floating nuclear energy, Russia-Ukraine conflict legal implications, and OPEC policy drivers.
Roeben holds degrees from the Universities of Kiel, Heidelberg, and Berkeley, alongside the College of Europe Bruges. His advisory work spans energy transitions, maritime security, and sustainable development, with contributions to policy through think tanks and international organizations.
