Vladimir Vasilyev is a Professor and holds the position of Chair of ITMO University's Academic Council. He served as Rector of ITMO University from 1996 to 2017 and previously as First Vice Rector starting in 1993. He is a Doctor of Science (DSc) and a leading figure in optical devices, thermal physics, and information technologies. He founded the Department of Information Technology at ITMO University, a key driver behind its recognition as the world's only seven-time ICPC champion.
His research interests span optical fiber technology, telecommunication systems, internet development in Russia, digital education, and the informatization of higher education. He has pioneered federal computer systems like RUNNet and advocated for unified scientific and educational information spaces across Russian universities.
Vladimir Vasilyev is a corresponding member of the Russian Academy of Education (2008) and the Russian Academy of Sciences (2011), and actively participates in national science and digital policy. He serves on the board of directors of ITMO Highpark and chairs the Human Resources section of the Council for the Development of the Digital Economy under the Federation Council.
He has received numerous scientific and state honors, including the Russian Government Award, President’s Award, Order of Honor, Order "For Merit to the Fatherland", and the title of Honored Worker of Science and Education.
He has supervised major national IT projects and advised governmental bodies, including the Russian Ministry of Science and Higher Education, the State Council, and the Science and Engineering Council of St. Petersburg. He also chaired the Board of St. Petersburg Rectors from 2004 to 2017.
He is a member of editorial boards of several science and engineering journals and serves as honorary consul of Uruguay in St. Petersburg since 2018.
