Victor Colman is an Adjunct Professor at Seattle University School of Law, specializing in public health policy, legislative processes, and advocacy. He holds a JD from the University of San Francisco School of Law (1983) and a BA from Michigan State University (1980).
With over three decades of experience, Colman has worked in public health policy roles across California and Washington State, focusing on behavioral health, lobbying, and grant writing. He served at the Washington State Department of Health (1999–2007) and currently co-leads Uncommon Solutions, Inc., a consulting firm. His teaching includes courses on health policy advocacy and legislative processes at Evergreen State College.
Key research interests include legislative strategy, public health policy development, and advocacy coalitions. His work has contributed to policy successes like the Safe Routes to School program and Seattle’s sugary beverage tax. Colman’s publications span public health, policy advocacy, and regulatory frameworks, emphasizing practical applications of legal and community-based strategies.
