Tuan Samahon is a Professor of Law at Villanova University’s Charles Widger School of Law, where he directs international programs and the LLM degree in U.S. law for foreign attorneys. He specializes in constitutional law, administrative law, transparency, and federal courts, with a focus on separation of powers, FOIA, and executive privilege.

Samahon’s research explores the intersection of constitutional frameworks and transparency mechanisms, particularly through FOIA litigation, executive power limitations, and immigration microfederalism. His work has been published in the Stanford Law Review, University of Chicago Legal Forum, and Intelligence and National Security.
His recent publications analyze FOIA’s role in national security oversight, immigration-related intergovernmental conflicts, and historical evolution of transparency laws. These studies reflect his expertise in federalism, administrative law, and cross-jurisdictional legal dynamics.

Samahon combines scholarship with practical legal experience, including clerkships with federal judges, practicing law at Covington & Burling, and serving as Chair of the Pennsylvania Continuing Legal Education Board.
