Tsilly Dagan is Professor of Taxation Law at the University of Oxford and a Fellow of Worcester College. She serves as Director of the MSc in Taxation program and has held roles including Associate Dean for Research at Bar-Ilan University and Raoul Wallenberg Professor of Law. Her research focuses on tax law and policy (domestic and international), emphasizing the interplay between state and market mechanisms. A leading scholar in global tax governance, she co-founded the Oxford-Virginia Legal Dialogs and the International Tax Governance and Justice Workshop.
Education: LL.B. and S.J.D. from Tel Aviv University, LL.M. in Taxation from New York University. Academic residencies include University of Michigan, Western Ontario, and Columbia University. Notable achievements include the 2017 Frans Vanistendael Award for her book *International Tax Policy: Between Competition and Cooperation*.
Research interests span international tax cooperation vs. competition, global fiscal sovereignty, and tax justice frameworks. Her work addresses how globalization reshapes tax systems and societal contracts. Active in academic networks, she contributes to policy dialogues through initiatives like the Global Tax Governance Workshop (2023) and Reimagining Global Tax Governance Conference (2025).
Professional activities include peer review roles and editorial leadership (Editor-in-Chief of Bar-Ilan Law Review). Her recent publications analyze post-pandemic tax governance challenges and the evolving social contract under globalization.
