Mills researches adaptation of private law doctrines (tort, contract, remedies, legal procedure) to digital challenges, comparing institutional governance approaches against direct regulation. His Berkman Klein Center work examines digital technologies' impact on individual rights, democratic resilience, freedom of expression, data governance, and online protection of minors.
His recent scholarship analyzes contractual governance models for social media platforms, exploring how private law mechanisms can structure platform accountability and user rights in digital ecosystems.
