Tommaso Paparo

Tommaso Paparo is an Extraordinary Professor at Link Campus University in Rome, coordinating the Bachelor's Degree in Safety Science (L/DS). He holds a Laurea in Law from Sapienza University of Rome (1995, 110/110 cum laude) and has extensive legal expertise. A member of Rome's Bar Association since 2000, he was appointed to the Court of Cassation in 2012.

• Former Legal Advisor to Italy's Presidency of the Council of Ministers (2000–2004; 2018–2020)
• Currently serves on the Minister of Infrastructure and Transport's monitoring team for major works
• Advises domestic and international firms on regulatory, competition, and public-sector relations issues

His research focuses on public law domains including procurement, administrative contracts, and environmental regulation. He co-authored scholarly works on public services, tariffs, and legislative frameworks.
