Tommaso Germain is an Associate Researcher at the Centre for European Studies and Comparative Politics (CEE) at Sciences Po. He holds a PhD in Political Science (2024) with a thesis titled La métropole, nouvelle frontière de l'État-providence, focusing on metropolitan institutionalization in France. Germain graduated from Sciences Po Lyon with a Master's in Public Policies and Comparative Governments following literary preparatory studies.
His research examines welfare state transformations through an ethnographic lens, particularly analyzing how employment policies reshape metropolitan governance in France. His interdisciplinary work bridges public policy analysis and political science of administration, with emphasis on Lyon's institutional evolution.
Germain has taught at five institutions across Paris, Lyon, and Saint-Étienne, previously serving as a temporary teaching and research assistant (ATER) at Sciences Po. For 2024-2025, he leads methodology conferences in Comparative Politics.
