Todd Jarvis serves as a Pro Tem Instructor in Law and the Environmental Conflict Resolution Program (Law-CRES) at the University of Oregon School of Law. He is a Certified Engineering Geologist, Certified Water Right Examiner, and Certified Mediator with over 30 years of experience in groundwater hydrology and conflict resolution. Jarvis consults for UNESCO-IHE in Delft and previously served on the Oregon State Board of Geologists Examiners via appointment by Governor Kitzhaber.

Research Focus: Jarvis specializes in mediating conflicts over groundwater rights, transboundary aquifers, and water well construction. His work bridges scientific inquiry with legal frameworks, as evidenced by the co-authored 2015 article on Scientific Mediation with UO JD/CRES student Curtis Moore.
Collaborations: He has designed joint research projects with stakeholders and developed conceptual models like the Groan Zone framework for resolving scientific disagreements through social learning and collaborative fact-finding.
