Tobin S. Lay

Tobin S. Lay is a Adjunct Professor at Mitchell Hamline University, where he is affiliated with the university's teaching and faculty initiatives. He currently serves as the Assistant City Administrator/HRA Executive Director for the City of Landfall Village and is the founder/CEO of Sure Horizons Mediation.

Lay earned his B.Sc. in Business Management from the University of Phoenix (2011), J.D. from Hamline University School of Law (2014), and M.B.A. from Hamline University School of Business (2016). He is a Minnesota Supreme Court Rule 114 qualified mediator, specializing in civil and family cases, and mediates through multiple centers including Mediation Center, Dispute Resolution Center, and Washington and Ramsey County Conciliation Courts.

Research and Teaching Interests: His work focuses on Negotiation and Organizational Conflict Management, blending his legal and business expertise to address mediation challenges in civil and family law contexts. As a Minnesota Supreme Court-qualified mediator, he applies practical frameworks to Conflict Resolution and Mediation in both public and private sectors.
