Timothy Horley is a Global Professor of Practice at the University of Arizona James E. Rogers College of Law, serving part-time while also participating in the UA-OUC Joint Program in Qingdao, China. He previously served as an Assistant Attorney General in Arizona’s Solicitor General’s Office (2023–present), focusing on constitutional and appellate litigation. Before this role, he clerked for federal judges on the Ninth Circuit Court of Appeals (2021–2022) and the U.S. District Court for Arizona (2020–2021).
Education includes a J.D. from the University of Virginia (Virginia Law Review Executive Editor) and a B.A., magna cum laude from George Washington University. Earlier roles include litigation at Davis Polk & Wardwell LLP (2018–2020), teaching Mandarin in Tucson (2014–2015), and English in Shenzhen, China (2013–2014).
