Tim Cullen is an Adjunct Associate Professor at the Saïd Business School, University of Oxford, and a Professor of Management Practice at Peking University's Guanghua School of Management. He founded the Oxford Programme on Negotiation and chairs TCA Ltd, a global governance/risk management consultancy. With over 21 years at the World Bank, he held roles including Head of External Affairs in Europe and Chief Spokesman in Washington. His expertise spans negotiation theory, international development, and governance, with advisory roles at the IMF, UN, and Isle of Man Treasury.
Education:
- MA from Trinity College, University of Dublin
Research interests focus on negotiation strategies, global governance challenges, and political risk management. He has authored works on Brexit negotiations, North Korea diplomacy, and post-conflict resolution, published in Foreign Affairs and The Daily Telegraph.
Awards: MBE (2014) for contributions to financial management in small states.
Advisory roles include the World Commission on Dams, Commission on Growth and Development, and the Small Countries Financial Management Centre. He chairs risk committees and frequently comments on international negotiations via BBC Radio 4 and Shenzhen TV.
Key initiatives: Founded the Oxford Programme on Negotiation and led the Financial Supervision Commission of the Isle of Man.
