Thomas O'Toole serves as Professor and Executive Director of Public Affairs Programming at Cornell University's Brooks School of Public Policy. He teaches the MPA Program's core course "Issues in Public Administration" and a seminar on "Comparative Public Administration: The Case of Seoul, Korea," while overseeing the program's strategic direction and educational mission. His responsibilities include comprehensive management of student professional development activities and executive degree programs.
Professor O'Toole earned his undergraduate degree from Bucknell University followed by master’s and Ph.D. degrees from Cornell University, establishing deep institutional roots within the university system.
His professional expertise centers on public administration with specialized focus on comparative international frameworks, particularly through the Seoul, Korea case study. This work extends to global food policy systems via significant collaborations with the United Nations Division of Public Administration and Development Management, UN World Food Programme, and International Food Policy Research Institute, demonstrating applied research in international governance structures.
Professor O'Toole maintains critical institutional relationships across public, private, and nonprofit sectors to facilitate job and internship placements for Brooks MPA students. He provides end-to-end oversight for executive degree programs including the Executive MPA and Executive MHA, managing student support from admissions through program completion and ensuring alignment with professional mission objectives.
