Hyewon Kang is an Assistant Professor in the Department of Public Policy & Administration at Florida International University's Steven J. Green School of International & Public Affairs. Her research focuses on public budgeting, fiscal transparency, and intergovernmental fiscal relationships. She holds a Ph.D. in Public Administration from the University at Albany (2021) and MPA/BA from Yonsei University (Seoul, South Korea). Dr. Kang has conducted extensive work on local government fiscal stress monitoring systems, citizen perception of fiscal health, and governance of public pension systems. Her recent work explores how fiscal transparency impacts citizen engagement and policy decision-making through survey experiments. She has presented at leading conferences such as ASPA, ABFM, and WSSA, and served on FIU's Ph.D. and hiring committees. Key honors include the 2020 SUNY Albany Research Award and the 2020 Outstanding Candidacy Paper Award.
