Professor Thomas Horsley is a Professor of Law at the University of Liverpool, part of the School of Law and Social Justice within the Faculty of Humanities and Social Sciences. He holds a LL.B (Hons), LL.M, and PhD (Edinburgh) and specializes in constitutional and comparative law, with a focus on UK and EU legal systems. His research explores the UK constitution's conceptual foundations, post-Brexit legal impacts, and EU internal market law. He leads a UK in a Changing Europe-funded project analyzing the UK Internal Market Act 2020's impact on Welsh law (2023-2024).
