Prof. Dr. Thomas Hoeren is a Professor of Civil Law and International Commercial Law at the University of Münster’s Faculty of Law, directing the Institute for Information, Telecommunications, and Media Law (ITM) since 1998. His roles include editorial leadership in journals like International Journal of Law and Information Technology and advisory positions with the European Commission, WIPO, and DENIC eG. A former judge at the Higher Regional Court of Düsseldorf (1996–2011), he specializes in copyright, competition law, and digital economy regulation. He holds a doctorate (1989) and habilitation (1994) from Münster, focusing on software law and banking self-regulation.
