Thomas Fischer

Thomas Fischer is a Professor at the Department of Law within the Faculty of Law at the University of Würzburg. He has been teaching since 1991 and was appointed as an honorary professor in 1998. His academic background includes studying German at Goethe University Frankfurt (1976-1979) and law and sociology at the University of Würzburg (1980-1984), where he completed his doctorate in 1986 under Prof. Ulrich Weber.

Fischer has held significant judicial roles in Germany, including positions as a criminal judge at the district courts of Ansbach and Weißenburg (1988), a presiding judge at the Leipzig regional court (1993-1996), and leadership of the Criminal Procedure Law Department in the Saxon State Ministry of Justice (1996). Since 2000, he has served as a judge at the Federal Court of Justice, holding roles such as deputy chairman of the Second Criminal Senate and member of the Grand Senate for Criminal Matters. He also contributed to the Federal Disciplinary Court as a permanent assessor from 2007 to 2011.

His research focuses broadly on Criminal Law, Criminal Procedure, and Legal Commentary, with notable contributions including the 49th edition of his commentary on the Criminal Code and co-authorship of the 'Karlsruhe Commentary on the Code of Criminal Procedure' since 1993. His work intersects with emerging fields like Legal Technology and Artificial Intelligence and Law through affiliations with the Legal Tech Center and SOCAI (Center for Social Implications of Artificial Intelligence) at the University of Würzburg.
