Theodore W. Ruger is the John H. Chestnut Professor of Law and Dean Emeritus at the University of Pennsylvania Carey Law School. He is a leading scholar in constitutional law, judicial authority, and health law, with extensive publications in top legal and interdisciplinary journals.

Ruger’s research focuses on constitutional law, judicial power, health law, and pharmaceutical regulation. His scholarship explores how legal institutions, particularly the Supreme Court, shape health policy and constitutional interpretation. He has written on federalism, regulatory obsolescence, judicial appointments, and the constitutional dimensions of the Affordable Care Act.
His recent publications reflect a deep engagement with the evolving landscape of American constitutionalism and health law. Themes include institutional fragmentation, the submerged constitution of healthcare, and the challenges facing 20th-century regulatory agencies in a modern context. He has served in significant institutional roles, including Deputy Dean and multiple terms on the faculty appointments committee. He has also advised the University of Pennsylvania Law Review.
Before joining Penn, Ruger practiced law at Ropes & Gray and Williams & Connolly and taught at Washington University School of Law. He clerked for Justice Stephen Breyer and Judge Michael Boudin. He holds a JD from Harvard Law School and an AB from Williams College.
