Terje P. Hagen is a Professor at the Department of Health Management and Health Economics, University of Oslo. He has held leadership roles, including Head of the Institute of Health and Society (2019–2022) and Department Head (2010–2014). His research focuses on healthcare financing, organizational impacts on service use, and long-term care. He has contributed to national policy reforms, such as the 2012 Coordination Reform, and led public inquiry committees on healthcare governance and municipal reforms.
Education: Cand.polit (Political Science, 1987) and PhD (1995) from University of Oslo. He was a Fulbright Scholar at Stanford University (1992/93) and has held visiting scholar positions at UC Berkeley, Finnish Institute for Health and Welfare, University of Bologna, and MCI Innsbruck.
Research interests include municipal care demand shifts, healthcare equity, and integrated care pathways. Notable projects include C-MORE (analyzing pandemic mortality) and EuroHOPE (healthcare utilization and outcomes post-myocardial infarction). Recent work highlights younger patient demographics in long-term care and disparities in municipal healthcare provision.
Publications emphasize pandemic impacts, elderly care, and healthcare system efficiency. His work bridges academic research with policy, influencing reforms in Norway and beyond.
