Sukru Kagan Surucu is a second-year PhD candidate and Tutor at the Edinburgh Law School, University of Edinburgh, specializing in public international law and refugee governance.
His academic qualifications include:
- LLM International Law from the University of Edinburgh
- BA International Relations from Bilkent University, Ankara, Turkey
His research focuses on UNHCR's institutional mandate through socio-legal and ethnographic lenses, examining how human and non-human actors within Geneva headquarters reshape responses to externalisation of asylum projects. His doctoral thesis "The Seventh Floor: Externalisation of Asylum and Reconstructing UNHCR's Mandate" analyzes internal governance dynamics and their impact on the organization's legal order in contemporary refugee crises.
Teaching: Surucu serves as Tutor for International Law Ordinary, delivering undergraduate instruction at the University of Edinburgh.
Prior professional experience includes research analyst work at Chambers and Partners and academic research assistance on nuclear proliferation projects in Ankara and London.
