Steven Haines is a Professor of Public International Law at the University of Greenwich, based in the School of Law and Criminology within the Faculty of Liberal Arts and Sciences. He holds advanced degrees including MA, PhD, and LLM, and is a Fellow of the Royal Society of Arts (FRSA) and the Academy of Social Sciences (FNI).
His career spans over three decades in the Royal Navy, including roles in naval operations, policy-making, and strategic planning. Notably, he served on UN missions, coastal security operations, and legal reviews of military weapons systems. Transitioning to academia in 2003, he founded the Politics and International Relations department at Royal Holloway, University of London, before joining Greenwich in 2012.
Research Focus: Professor Haines specializes in maritime law, international humanitarian law, and human rights at sea. He authored the International Guidelines for the Protection of Education from Military Use—endorsed by 119 states—and co-developed the Geneva Declaration on Human Rights at Sea. His work bridges military strategy, legal frameworks, and humanitarian concerns in contemporary conflicts.
External Engagement: He advises global organizations like the Global Coalition to Protect Education from Attack and chairs Save the Children's Civil-Military Engagement Advisory Board. He is also a Trustee of Human Rights at Sea and contributes to UN initiatives on ocean law.
Publications: His scholarship addresses maritime security, historical naval laws, and the evolving legal challenges of modern warfare. Key themes include the application of 19th-century laws to 21st-century conflicts, legal aspects of naval strategy, and piracy/maritime terrorism.
