Steven Billet is a Visiting Professor at George Washington University’s Graduate School of Political Management (GSPM), where he directed the MA in Legislative Affairs and developed the U.S. Army Congressional Fellows program. He also taught for 20 years in the University of Notre Dame’s Washington Semester Program.
Education: PhD in Government and International Studies from the University of Notre Dame (1986), MA and BA in Political Science from East Carolina University (1980, 1974).
Research focuses on lobbying strategies, campaign finance, and European politics. His work bridges academic theory and real-world advocacy, informed by over two decades at AT&T leading government affairs and lobbying campaigns in the U.S., Europe, and globally. Professional roles include:
