Dr. Stephen Rowley is an Adjunct Senior Lecturer in the Department of Architecture at Monash University, within the Faculty of Art, Design and Architecture. With over 20 years of experience spanning state government, local government, and private consultancy, he specializes in the Victorian planning system. He authored The Victorian Planning System: Practice, Problems and Prospects (2017) and Movie Towns and Sitcom Suburbs: Building Hollywood’s Ideal Communities, establishing him as a leading expert in planning policy and urban development. His roles include Planning Editor for Victorian Planning Reports, former co-editor of Planning News, and advisory positions with the Planning Institute of Australia (Victoria Division), including Vice President and policy convenor. In 2019, he was appointed to advise the Minister for Planning on housing affordability controls within the Victorian planning framework.
His research interests focus on statutory planning frameworks, urban policy implementation, and the intersection of cultural narratives with urban design. He has taught planning-related subjects since 2013, emphasizing practical challenges and systemic reforms in urban governance.
Dr. Rowley’s contributions extend to policy advocacy and professional development within the planning sector, blending academic rigor with real-world regulatory expertise.
