Stefan Weishaar

Stefan Weishaar is Professor of Law and Economics at the University of Groningen's Faculty of Law, where he leads the Linking Emissions Trading Schemes (LETS) research group. He also serves as Research Affiliate at MIT Center for Energy and Environmental Policy Research in Boston and President of the International Association for Climate Policy Cooperation and Linking. His academic appointments include adjunct professorship at Universitas Indonesia's Faculty of Administrative Science.

Professor Weishaar earned his PhD from Maastricht University in 2007 for his dissertation on the 'Law and Economics Analysis of the European Green House Gas Emissions Trading System.' His educational background includes dual master's degrees in Economics and Law from Maastricht University, along with specialized studies in Political and Regional Studies at the International Christian University in Tokyo.

His research focuses on the intersection of law and economics with particular expertise in Climate & Energy law, Competition law, and Public Procurement across EU, Chinese, and Japanese contexts. Professor Weishaar employs comparative legal analysis to examine emissions trading systems, carbon pricing mechanisms, and regulatory design for climate change mitigation. His work has established him as a leading authority on the linking of emissions trading systems across jurisdictions.

Professor Weishaar's recent publications reveal a strong focus on EU-East Asia climate cooperation, carbon border adjustment mechanisms, and the legal frameworks for achieving net-zero transitions. His scholarly output demonstrates consistent attention to the technical and legal aspects of emissions trading system design, allocation mechanisms, and the relationship between carbon markets and competition policy. The publications show increasing emphasis on international cooperation for climate policy implementation.

Professor Weishaar has supervised multiple doctoral researchers through his NUCLEUS-funded research group.
