Dr. Stefan Theil serves as Assistant Professor in Public Law at the University of Cambridge's Faculty of Law and holds a fellowship at Sidney Sussex College, where he is Director of Studies and Governing Body Fellow. His academic journey began with a Diplom-Jurist from the University of Bayreuth (2011), followed by an LL.M. from University College London (2013), and culminated in a PhD from the University of Cambridge (2018). Prior to his current position, he was the inaugural Research Fellow in Civil and Political Rights at the Bonavero Institute, University of Oxford (2017-2021).
Dr. Theil's research spans multiple interconnected domains within public law. His groundbreaking book Towards the Environmental Minimum (Cambridge University Press, 2021) establishes a framework connecting human rights with environmental protection, drawing on extensive analysis of European Court of Human Rights case law. His work on free expression examines the complex relationship between structural power dynamics in digital spaces and constitutional rights, particularly focusing on social media platforms' obligations to users. His comparative constitutional scholarship analyzes legal frameworks across the United Kingdom, Germany, and the European Union, with notable contributions on parliamentary prorogation during the Brexit period.
The trajectory of Dr. Theil's publications reveals a sophisticated integration of doctrinal analysis with empirical methodology. His recent work demonstrates increasing interdisciplinary engagement, connecting law with psychiatry, environmental science, and political theory. His scholarship consistently addresses contemporary challenges at the intersection of constitutional principles and emerging societal issues, with particular attention to how traditional legal frameworks adapt to technological change and environmental crises. His comparative approach provides valuable insights into how different legal systems respond to similar challenges.
Dr. Theil actively engages with the public and policy makers, having consulted on environmental legal challenges in Europe and provided expert commentary to media outlets including the BBC World Service and LBC. His research has directly informed policy debates, particularly regarding social media regulation and environmental rights. His work on the prorogation of Parliament during the Brexit period established him as a leading constitutional commentator, with appearances on BBC News television and radio outlets during the Supreme Court proceedings.
At Cambridge, Dr. Theil contributes significantly to legal education, lecturing on constitutional law, human rights law, and advanced public law for the LLM program. As Director of Studies at Sidney Sussex College, he supervises undergraduate students in constitutional law and human rights, and PhD candidates in public law, comparative constitutional theory, and legal methodology. His academic leadership extends to research centers including the Centre for European Legal Studies, Centre for Public Law, and the Lauterpacht Centre for International Law.
