Soumya Silver is a Professorial Lecturer in Law at The George Washington University Law School and serves as Senior Legal Affairs Advisor for the U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons (J/TIP), where she has worked since 2012. Her expertise focuses on legal frameworks for combating human trafficking, including advising foreign governments and shaping international standards through UN collaborations.
Her academic background includes a BA from Oglethorpe University, a JD from George Washington University, and an MST from the University of Oxford. At GW Law School, she teaches Human Trafficking Law, bridging practical policy experience with legal education.
Professor Silver’s research and professional work emphasize counter-trafficking legislation, diplomatic engagement with over 30 African and European nations, and contributions to the UN model law on trafficking in persons. Her career spans roles as Attorney Advisor at the Department of Justice’s Human Trafficking Protection Unit and Rule of Law Advisor at USAID, demonstrating deep integration of legal practice, diplomacy, and policy development in human rights contexts.
Her current State Department responsibilities include serving as U.S. representative to UN expert working groups and providing technical guidance on anti-trafficking laws globally, reflecting sustained commitment to eradicating human trafficking through systemic legal reform.
