Soonman Kwon is a Professor at Seoul National University's Graduate School of Public Health (GSPH), specializing in Health Care Management and Policy. His research focuses on health economics, policy analysis, and international health systems, particularly in low-income countries. He holds a B.A. in Business Administration from Seoul National University (1987), an M.P.H. in Health Administration (1989), and an M.A. and Ph.D. in Managerial Science and Applied Economics from the University of Pennsylvania's Wharton School (1993).

His research lab, the Health Politics and Economics Lab, studies health financing, political economy of health systems, long-term care policies, and global health development. The lab collaborates with international organizations and focuses on universal health coverage through the WHO Collaborating Center for Health Systems and Financing.
