Shirley Kempeneer

Shirley Kempeneer is an Assistant Professor at Tilburg University’s Tilburg Law School, specializing in Public Law & Governance. She holds the LAMMP Chair in Behavioural Insights in Real Estate at Antwerp Management School (2020–2021) and co-founded Datamarinier. Her research focuses on algorithmic regulation, open government data, AI governance, and digital transformation challenges in public administration. She has received FWO funding for EU banking stress test analyses and won the 2019 G.A. van Poeljeprijs for her PhD thesis.

Her work bridges legal frameworks with technological innovation, addressing topics like administrative vulnerability in information law, citizen engagement via open data storytelling, and ethical AI deployment in public sectors globally. She leads projects such as STADT (Stress Testing Agile Digital Transformation) and DECODE (Digital Anthropocene Conflict Resolution).
