Shane Barter is a Professor of Political Science at Soka University of America (SUA), specializing in territorial autonomy, civil wars, and ethnic conflicts in Southeast Asia. His research focuses on conflict dynamics, civilian strategies in war, and self-governance mechanisms for minority nations. He has authored multiple books, including Fighting Armed Conflicts in Southeast Asia (Cambridge University Press, 2020) and Moving Within Borders: Addressing the Potentials and Risks of Mass Migration in Developing Countries (Palgrave Macmillan, 2024). His work bridges political theory and empirical analysis, examining cases such as Aceh (Indonesia), Patani (Thailand), and Mindanao (Philippines).
Barter’s research spans civil war strategies, paramilitary groups, and the impact of territorial autonomy on ethnic minorities. He emphasizes civilian agency in conflict zones, proposing frameworks like 'flight, support, and voice' to explain civilian behavior. His recent articles, including Territorial Autonomy across Asia (2024) and Autonomy and Party Dominance (2025), explore governance models and political stability in regions like Wales and Indonesia.
Barter collaborates with international scholars and students, co-authoring works on topics like minority citizenship and ASEAN’s role in regional politics. His contributions include policy analyses on migration governance, peacebuilding, and the intersection of religion and violence in Southeast Asia.
