Sarah Hammer is an Adjunct Professor at the University of Pennsylvania Law School, Managing Director of the Stevens Center for Innovation in Finance, and Senior Director of the Harris Alternative Investments Program at the Wharton School. She previously served as Acting Deputy Assistant Secretary for Financial Institutions at the U.S. Department of the Treasury. Her expertise spans financial regulation, fintech, investment strategies, and international law. Hammer holds a J.D. from the University of Pennsylvania Law School, an M.B.A. from Wharton, and an MSt in International Human Rights Law from Oxford University. She is a Truman Scholar and has been deeply involved in shaping financial policy at national and international levels.
Education highlights include her MSt at Oxford, where she studied under Geraldine Van Bueren, a drafter of the UN Convention on the Rights of the Child, and her J.D./M.B.A. dual degree from Penn. Her research focuses on the intersection of law and finance, including blockchain, financial inclusion, and regulatory frameworks.
At the Stevens Center, she leads initiatives on fintech innovation and post-pandemic economic recovery, exemplified by a virtual conference analyzing blockchain-based economic predictions during the pandemic. She also spearheads diversity and inclusion efforts in private equity through the Harris Program.
