Sara Rosenbaum serves as the Harold and Jane Hirsh Professor of Health Law and Policy and Founding Chair of the Department of Health Policy at the George Washington University School of Public Health and Health Services. She maintains dual affiliations as Professor of Law by courtesy at GW Law School and faculty member in the School of Medicine and Health Sciences.
Her academic foundation includes a BA from Wesleyan University and JD from Boston University School of Law.
Professor Rosenbaum's career centers on health justice for populations underserved due to race, poverty, disability, or cultural exclusion, with seminal contributions to Medicaid expansion, community health center development, managed care patient rights, and civil rights enforcement in healthcare systems. She is nationally recognized for directing the Clinton administration's Health Security Act drafting (1993-1994) and architecting the Vaccines for Children program that established near-universal vaccine coverage for vulnerable children.
Her policy influence spans six presidential administrations and 15 Congresses since 1978, reflected in numerous national awards for advancing health equity.
As an honored educator and prolific scholar, she serves on critical federal bodies including the CDC Director's Advisory Committee, CDC Immunization Practice Committee (ACIP), and Medicaid/CHIP Payment Commission (MACPAC). Her authoritative textbook Law and the American Health Care System (2nd ed., 2012) remains foundational in health law education.
