Sara Kowal serves as Senior Lecturer in Law Experiential Education at Monash University's Faculty of Law, where she directs Eleos Justice and holds Vice-Presidency at the Capital Punishment Justice Project. With criminal law practice since 2003, she specializes in complex prosecutions defense and international anti-death penalty advocacy across Asia, contributing to UN Sustainable Development Goals through human rights work.
Her academic foundation includes advanced degrees spanning law, politics, and public policy:
- Master of Public Policy and Management, University of Melbourne (2018)
- Bachelor of Laws, La Trobe University (2002)
- Bachelor of Arts in Politics, University of Melbourne (1999)
Kowal's research interrogates systemic failures in capital punishment systems, emphasizing fair trial violations in Indonesia/Malaysia, gendered applications of the death penalty, and drug offense sentencing. Her scholarship exposes how death penalty frameworks exacerbate sexual violence against women and fail to address root causes of crime in South Asia.
Recent publications (2020-2025) reveal consistent focus on death penalty abolition through empirical analysis of Southeast Asian justice systems, with growing emphasis on pracademic approaches to social justice impact. Key themes include wrongful convictions, extrajudicial killings in 'war on drugs' contexts, and human rights law intersections.
Her institutional recognition includes:
- Vice-Chancellor's Awards for Industry and Community Education Programs (Community) (2022)
Kowal secured competitive research funding from Harm Reduction International for her 2019-2020 project examining Malaysian death penalty fair trial standards. This collaborative work with regional researchers informed policy interventions through ADPAN and WCADP networks.
- Project: Does the Malaysian criminal justice system deliver fair trials for those facing the death penalty?
- Duration: August 2019 - March 2020
- Role: Primary Chief Investigator
As Eleos Justice Director, she leads Australia's first anti-death penalty law clinic training students in international human rights advocacy. Her external leadership spans ADPAN's Executive Committee (Deputy Co-Convenor), WCADP working groups, and AWAADA's Advisory Board, driving transnational campaigns against wrongful detention.
