Sandra Frisby serves as Clinical Assistant Professor of Education and Associate Director of the Early Childhood Development Program within the School of Graduate and Professional Studies at Fresno Pacific University.

Her research focuses on early childhood education assessment systems, special education program development, and teacher credentialing frameworks. In February 2021, she was appointed to the California Commission on Teacher Credentialing (CCTC) Early Childhood Education Teaching Performance Assessment (ECE CalTPA) Design Team, where she contributed to developing statewide performance assessments and scoring rubrics for early childhood educators.
Selected from over 75 applicants, Dr. Frisby's work on the ECE CalTPA Design Team involved creating candidate materials, assessor training protocols, and calibration processes for California's early childhood education programs. Her expertise in educational assessment and program leadership positions her as a key contributor to state-level education policy development.
