Samuli Seppänen

Samuli Seppänen is an Associate Professor at the Chinese University of Hong Kong, Faculty of Law. He specializes in comparative law and public international law, with a focus on Chinese legal and political thought and the developmental aspects of international law.

• Educated with an SJD from Harvard Law School and an undergraduate law degree from the University of Helsinki, Finland

His research explores the legitimization and subversion of state-sanctioned ideologies in China, the evolution of rule-based governance within the Chinese party-state, and legal development cooperation between China and developing countries. At the Bonavero Institute of Human Rights, he is working on a manuscript analyzing the globalization of Chinese legal thought.

Samuli's work bridges theoretical and practical dimensions of law, addressing ideological conflicts in legal frameworks and cross-border legal cooperation.
