S. Deborah Kang is Associate Professor of History and the John L. Nau III Associate Professor of the History and Principles of Democracy at the University of Virginia, jointly affiliated with the Corcoran Department of History and the Karsh Institute of Democracy. Her scholarship bridges historical research and contemporary public policy, focusing on U.S. immigration law, border enforcement, and humanitarian relief.
Her research interests lie at the intersection of federal bureaucracy, immigration enforcement, and social equity. Kang examines how immigration policy has evolved through administrative practice, particularly on the U.S.-Mexico border. Her work emphasizes marginalized voices and the long-term consequences of policy decisions on immigrant communities. She integrates legal, social, and political history to reveal how immigration systems have been constructed and contested.
The themes in her publications reflect a deep engagement with U.S. immigration history from the early 20th century to the present. Her work spans border enforcement, unauthorized migration, legislative history (e.g., McCarran-Walter Act), and humanitarian relief mechanisms. Collectively, her scholarship highlights the role of historical analysis in shaping more humane and equitable immigration policies.

Her current projects include a second monograph and a co-edited volume on unauthorized European migration.
She is affiliated with the Karsh Institute of Democracy, where she contributes to initiatives on democratic principles and historical understanding in governance. Her role emphasizes the importance of historical literacy in addressing current democratic challenges, particularly in immigration and civil rights.
