Ryan Scoville is a Professor of Law at Marquette University's School of Law, where he teaches Civil Procedure, International Law, U.S. Foreign Relations Law, and Conflict of Laws. His research centers on the intersection of constitutional law and international legal systems, with a particular focus on U.S. foreign relations law and subnational international commitments.
His research interests include:

These works collectively emphasize institutional accountability, constitutional constraints on foreign policy, and the evolving role of non-executive actors in international relations.
His notable honors include being named a Fulbright Scholar and co-editing a book that received the American Association of Law Libraries’ Best New Product award for 2025. He also serves as an Adviser for the Restatement (Fourth) of the Foreign Relations Law of the United States and contributes regularly to Lawfare.
Ryan Scoville has been involved in significant public interest litigation since 2022, represented by Yale Law School's Media Freedom & Information Access Clinic, challenging the State Department’s delays in responding to FOIA requests. His professional affiliations include the American Society of International Law and the State Bars of California and Idaho. He previously clerked for federal judges on the Ninth Circuit and District of Arizona and worked at the Department of Defense and Arms Control Association.
