Professor Ryan P Allen serves as Associate Dean for Research and Professor of Urban & Regional Planning at the Humphrey School of Public Affairs, University of Minnesota. He directs the Urban and Regional Planning program and holds an appointment with the Center for Community Vitality in Minnesota Extension. Dr. Allen also serves as the point of contact for the Humphrey School's research faculty and center directors, providing guidance on research ethics, procedures, and grant funding.
Dr. Allen earned his PhD in Urban Studies from the Massachusetts Institute of Technology in 2007, a Master's in City Planning from MIT in 2002, and a BA from The College of William and Mary in 1997. His educational background has established him as a leading scholar at the intersection of housing policy, urban planning, and immigrant experiences.
As a housing and community development scholar, Dr. Allen specializes in the experience of immigrant communities in the U.S., with research focusing on housing affordability, public housing, and immigrant integration. His work appears in journals such as Ethnic and Racial Studies, the Journal of Urban Affairs, Urban Studies, and International Migration Review. Notably, he co-authored 'Immigrant Legal Status and Commute Mode Choice for Hispanics in the United States' in the Journal of the American Planning Association and has served as an expert witness in federal lawsuits challenging the 'public charge' rule.
Dr. Allen's recent publications demonstrate a sophisticated analytical approach to housing cost burden, examining its cumulative effects on children's well-being, its dynamics among renters, and racial disparities across nearly four decades. His work increasingly explores the intersection of housing affordability with immigration status and race, revealing how structural inequalities manifest in housing outcomes.
