Dr. Ryan E. Flinn is the Rose Isabelle Kelly Fischer Endowed Professor (2024-2027) in the Department of Education, Health & Behavior Studies at the University of North Dakota. He serves as co-director of SAMHSA's Mountain Plains Addiction Technology Transfer Center and directs Region 8's Opioid Response Network.
His credentials include a Ph.D. in Counseling Psychology from New Mexico State University (2021), an M.A. in Clinical Psychology from University of Detroit Mercy (2016), and a B.S. in Sociology and Psychology from Creighton University (2014).
Dr. Flinn leads the Trauma, Substance, Justice, and Recovery Lab, investigating health disparities in populations experiencing adversity including trauma, substance use disorders, and justice system involvement. His work emphasizes culturally responsive interventions for LGBTQI+ communities, racial/ethnic minorities, and people with HIV.
His publications examine recovery support systems, gender-affirming care evidence, and structural barriers in psychology education. Recent contributions analyze long-term recovery perspectives, trans healthcare evidence, and homelessness risk factors in Southern sexual minorities.
