Rutger Ceballos is an Assistant Professor in the Department of Political Science at the University of Oregon, affiliated with the College of Arts and Sciences. His research focuses on the intersection of American political development, African American politics, and labor/land regimes during the Civil War, Emancipation, and Reconstruction eras.

His current book project, Managing Emancipation: Land, Labor, and the Reconstruction of the American Racial Capitalist State, analyzes how federal policies interacted with newly emancipated Black workers to reshape the U.S. federal state and racialized economic systems. Additional research includes labor organizing in the Pacific Northwest, early 20th-century left-wing movements, and Frederick Douglass’s political thought. Prior to academia, he worked as a union organizer and labor activist.
