Rui Zhao is a Researcher at the Department of Computer Science, University of Oxford, affiliated with the Human-Centred Computing group and Kellogg College. His work focuses on privacy-preserving computation, data governance, and decentralized systems. He contributes to the EWADA project under Sir Nigel Shadbolt and Sir Tim Berners-Lee, exploring autonomy-respecting data processing in Solid-based architectures. Zhao holds a PhD (2022) and MSc from the University of Edinburgh, and a bachelor's degree from Northwest A&F University. His research bridges automated reasoning of data policies with real-world applications in decentralized collaboration.
Key research themes include balancing individual privacy with societal needs, formal modeling of data-use policies, and ethical AI integration. He has collaborated on projects like Libertas (privacy-preserving computation) and Dr.Aid (automated data governance compliance). His publications span topics from semantic data terms of use to generative AI in decentralized contexts. Current work emphasizes decentralized personal data stores and worker-designed data institutions.
Selected achievements include contributions to the 2024 World Wide Web Conference and CHI 2023. His interdisciplinary approach combines computer science with sociotechnical systems analysis.
