Dr. Robert Oakes is affiliated with the United Nations University Institute for Environment and Human Security (UNU-EHS), specifically within the Environment and Migration: Interactions and Choices (EMIC) Division. His roles include lecturing on environmental migration and health, and managing EU-funded projects such as LOCOMOTION and RethinkAction. He specializes in researching climate-induced mobility, including evacuation, displacement, and voluntary migration, with a focus on how structural factors and place attachment influence migration decisions. He has a particular interest in children’s health impacts in climate mobility contexts.
Robert holds a PhD from the University of Sussex, where his research centered on hurricane evacuation decision-making. He has contributed to major projects like the UNESCAP-led Pacific Climate Change and Migration (PCCM) initiative and the IOM-backed MECLEP project. His work bridges academic research and policy, influencing UNFCCC processes, the Platform on Disaster Displacement, and networks like CliMigHealth. He employs both qualitative methods (e.g., Q method) and quantitative tools (e.g., agent-based models) to analyze migration dynamics.
His recent research trends emphasize climate justice, mental health co-creation, and policy frameworks for loss and damage. He has advised organizations such as UNICEF, IOM, and GIZ, and co-developed an e-learning resource on climate change mobility with UNU-EHS’s EMIC and PACET teams.
