Robert M. Dyer, Ph.D., is a Practitioner-in-Residence at the School of Government of Regent University. He currently serves as the Mayor of Virginia Beach, Virginia, a role he has held since 2018. Previously, he was a City Council member for 14 years and held academic roles including Assistant Professor at Regent University. Dyer has a diverse background as a physical therapist, healthcare executive, and business consultant. His educational background includes a Ph.D. in Organizational Leadership (Regent University, 2001), an MPA (Fairleigh Dickinson University, 1982), and a B.S. in Physical Therapy (Saint Louis University, 1976).
His professional affiliations include serving as liaison to multiple regional organizations such as the Hampton Roads Military and Federal Facilities Alliance, the Hampton Roads Transportation Accountability Commission, and the Human Rights Commission. Dyer’s research and advocacy focus on public administration, community services, and military-federal infrastructure planning. He has extensive experience in process improvement and governance, having initiated the Process Improvement Steering Committee.
