Robert HARMSEN

Robert HARMSEN is a Professor of Political Science and Dean of the Faculty of Humanities, Education and Social Sciences at the University of Luxembourg. His research spans European integration processes, focusing on EU constitutional development, European Human Rights regime dynamics, Europeanisation (administrative adaptation to EU decision-making), and Euroscepticism in Britain, France, and the Netherlands. He also examines comparative higher education policies, including the Bologna Process, and judicial globalization's impact on fundamental rights.

Current projects include diffusion of fundamental rights and human rights in policy processes. He previously coordinated the MA in European Integration and Public Policy at Queen's University Belfast and directed the Master in European Governance at Luxembourg.

He has held visiting positions at the Institut d’Etudes politiques de Strasbourg (1998-2010), University of British Columbia (2015-16), University of Amsterdam (2005), and OSCE (2002). His administrative roles include Head of the Department of Social Sciences and Acting Director of the Institute of European Studies.
