Robert Gatter is a Professor of Law and Director of the Center for Health Law Studies at Saint Louis University School of Law, with a joint appointment in the College for Public Health and Social Justice's Department of Health Management and Policy. He holds a B.A. from Johns Hopkins University, a J.D. from the University of Pennsylvania Law School, and an M.A. in Bioethics from the Medical College of Wisconsin.
His research focuses on public health law, informed consent, end-of-life decisions, and pandemic preparedness. Notable contributions include organizing symposia on pandemic preparedness and dual-use research regulation, published in the Saint Louis University Journal of Health Law and Policy. He developed the Health Law Semester in Washington DC program and co-founded a dual-degree program in law and health outcomes research. Awards include the 2012 Saint Louis University Faculty Excellence Award and a Robert Wood Johnson Foundation Fellowship (2014-2015).
Gatter previously served as Associate Dean for Academic Affairs at Penn State Dickinson School of Law and held roles at the University of Minnesota and Chicago-Kent College of Law. His work bridges legal theory with practical public health challenges, emphasizing population health outcomes and ethical frameworks in healthcare policy.
