Robert Abrams is a Professor of Law at the Florida A&M University College of Law, where he teaches Civil Procedure and Contract Drafting. He has been a faculty member since 2004, after a long tenure at Wayne State University Law School from 1977 to 2004. He holds a J.D. cum laude from the University of Michigan Law School and an A.B. with distinction in Philosophy from the same institution, and also studied at Stanford Law School. His academic leadership includes roles as Associate Dean and Interim Dean at Wayne State, and he has held visiting and adjunct positions at the University of Michigan and international institutions including Rijksuniversiteit Utrecht and Oxford.
Professor Abrams is a leading expert in Environmental Law and Water Law. His research focuses on water rights, climate change impacts on freshwater resources, interstate water allocation, federalism in environmental governance, and the legal frameworks for managing transboundary waters. He has authored or co-authored foundational casebooks such as Legal Control of Water Resources and Environmental Law and Policy: Nature, Law, and Society, and edited Water Rights and Environmental Regulation: A Lawyer’s Guide. His scholarship demonstrates a consistent engagement with evolving legal challenges in water management and environmental protection, particularly in the context of climate instability and shifting federal-state dynamics.
His recent publications from 2011 to 2022 reveal a sustained scholarly output in top environmental law journals, addressing topics such as equitable apportionment of groundwater, climate adaptation, stormwater regulation, and the legal implications of federal flood control. The articles reflect a deep integration of legal doctrine, policy analysis, and environmental science, with recurring themes of justice, sustainability, and institutional reform.
His honors include the Wayne State University Board of Governors Faculty Recognition Award (1993), the Donald Gordon Teaching Award (1995), and the Western New England College School of Law Teacher of the Year (1977). He is also a Life Member of the American Law Institute, a prestigious recognition of professional excellence.
Professor Abrams has advised on amicus briefs to the U.S. Supreme Court and collaborated with prominent legal scholars.
